Federal Energy Efficiency Ordinance, EnEV 2007

The amended German Federal Energy Efficiency Ordinance “Ordinance for Energy-Saving Thermal Insulation and Energy-Saving Building Installation Technology, EnEV 2007” has been in effect since 1 October 2007.

The energy efficiency certificates for new buildings, which were already introduced with the EnEV 2002, are now mandatory in a uniform form as energy certificates for new buildings and existing buildings.

This will be valid for existing residential buildings from 1 July 2008 on and for non-residential buildings from 1 July 2009 on when a building is sold or rented out to a new tenant.

The principle requirements for the energy-related quality of residential and non-residential buildings has not been changed in the EnEV 2007

Important amendments are:

Calculation parameters are also introduced for non-residential buildings, which take into account the energy consumption of the heating system, hot water preparation and ventilation as well as cooling and installed lightning.

For residential buildings with permanently installed air conditioners, the required cooling energy will have to be considered by means of the same procedure applied in non-residential buildings. In this case, the permissible maximum value for the primary energy consumed annually will be increased compared to buildings without air conditioners. The overall energy consumption of the cooling system must be specified in the energy certificate. Furthermore, air conditioners with a rated power of more than 12 kW will have to be inspected every ten years. Improvement suggestions must be entered in the inspection report.

The primary energy weighting of current when calculating the energy-based quality of buildings will be reduced from factor 3.0 as specified in the previous EnEV to factor 2.7. Thus, for current as well only the non-renewable energy share in the primary energy factor is considered, as is the case with all other energy sources.

Deadlines for replacing old heating systems are also specified.

Building owners are obliged to remove from operation by 31 December 2008 all boilers fed with liquid or gaseous fuels which were installed or set up before 1 October 1978 and which according to § 11 subsection 1 in connection with § 23 of the ordinance for small and medium size firing systems have been retrofitted such that the permissible exhaust air limit values are not exceeded, or whose burners have been replaced after 1 November 1996. Clause 1 is not applicable for low-temperature boilers and condensing boilers, as well as for heating systems with nominal heat outputs under 4 kilowatt or over 400 kilowatt, or for boilers as defined in § 13, Subsection 3 Nos. 2 to 4.
