Can bivalent operation of a boiler and heat pump be a permanent solution?

No, bivalent operation is not a permanent solution. Bivalent operation may have the advantage that boiler systems operated with a heat pump do not require inspection according to the German federal ordinance for small firing systems (BIMSGH), but retaining your old boiler is still not a permanent solution.

Faulty, older boiler systems should be removed.

We recommend installing an air-to-water heat pump in mono energy operating mode. Today’s heat pumps almost always offer the right solution to meet your renovation needs.  Conversion to a bivalent system using an existing boiler is possible, for example, to utilise existing oil resources; however, it cannot be recommended as a permanent solution.
